License Board Hears LGS Concern Arguments Feb. 21

NORRISTOWN PA – The public can see and be seen, but it won’t be heard from, later this month in Norristown PA as a panel of the Atomic Safety and Licensing Board considers a potential next step in the re-licensing of Exelon Generation Co. LLC’s nuclear reactors at the Limerick Generating Station.

Board representatives will conduct an inquiry into whether or not Exelon erred when it failed to include what is called a “Severe Accident Mitigation Analysis” in the environmental report that is part of its re-licensing application. Their session is set for Feb. 21 (2012; Tuesday) at 9 a.m. in the Montgomery County Courthouse, 2 East Airy St., Norristown.

Board deliberations are open to members of the public, according to spokesman Neil Sheehan of the federal Nuclear Regulatory Commission (NRC) office in King of Prussia PA, but they will not be allowed to comment. The board is an independent body within the NRC that presides over hearings in which proposed licensing and enforcement actions can be challenged. The NRC has final say over if and for how much longer Exelon can continue to operate its reactor Units 1 and 2 at Limerick.

Exelon’s current operating licenses for the units located 3146 Sanatoga Road, Limerick PA, are due to expire in 2024 and 2029, respectively. Documents related to the Limerick license renewal application are available on the NRC web site, here.

An environmental watchdog group called the National Resources Defense Council late last year (Nov. 22, 2011) raised four separate concerns, including the absence of the analysis, regarding Exelon’s re-licensing applications. The board is meeting in Norristown to hear oral, lawyerly-like arguments on whether the council’s objections need to be further explored.

Only representatives of the parties directly participating, and NRC staff members, can address the board. NRC policy also prohibits signs, banners, posters or displays in the hearing room, Sheehan said.

Everyone who wants to observe the board session must pass a security screening, according to Sheehan. He suggested those who want to attend to arrive early.
